    Sec. 7-33(e), Ordinance: There shall be at least one child care staff member providing direct supervision at all times when one or more children are present. At no time shall any children be left alone for any reason without direct supervision by a child care staff member. Direct supervision means watching and directing the childrens activities within close proximity in the same room or within a designated outdoor play area, and responding to each childs needs. Child care personnel and volunteers at a facility must be assigned to provide care to a specific group of children and be present with that group at all times during the day, including during meals, napping, and transportation of children 2.4.1(B), Handbook: Children must never be left inside or outside the facility, in a vehicle, or at a field trip location by themselves. Lack of direct supervision occurred when [see below]. Ratios/Discipline [SR] Comments: A corroborating agency reported that a school aged child was unattended in an empty classroom during her visit on 3/23/2026. FINDINGS: A complaint inspection was conducted on 3/26/2026 and the video footage of alleged incident was reviewed. Per the childs mother (S.B.), she is an employee of the school and was assigned to the 3y/o classroom on Monday, 3/23/2026. . On Monday, she had attempted to enroll her 11y/o son (J.L.) in the elementary school located across the street from the preschool but was unsuccessful. Then, she went to the preschool and left her son (J.L.) in the aftercare room to wait for a family member to pick him up. The aftercare room is next to the 3y/o room, so she left the door open to keep an eye on him. CCLE Quality Assurance Specialist reviewed footage of the child in the aftercare room from 3/23/2026 starting at 9:30AM. The child was observed in the aftercare room alone from around 9:30AM to a little after 10:00AM. This complaint is substantiated. A class 1 Non-Compliance and Notice of violation is being issued. 08. FINDINGS: A complaint inspection was conducted on 3/26/2026 and a statement was received from the Owner/Director. Per the Owner/Director, the teacher was playing music for the children while they were having breakfast. They called the teachers attention for playing screentime for the 1y/o children. The teacher stated that she was playing music for the children. They informed her that the infants cannot have screentime. During walkthrough, a tablet was observed on the wall within childrens view. I recommended that the teacher uses a speaker or that she place the Ipad out of the childrens view to not allow them to have screentime while in care. This complaint is substantiated. 19.
