Child care personnel did not complete preservice training requirements prior to unsupervised contact with or care of children or, if supervised, within 90 days of beginning employment or service with the provider. (Section 3.1 and 3.2 Training Requirements, Page 7) [SR] Comments: During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there are 9 employees. During the time of the inspection, the Licensing Specialist monitored 9 of the 9 employee records. The Licensing Specialist reviewed 10 hours of annual in- service, completed, for all child care personnel for the 2024/2025 fiscal year. During the time of the inspection, the Licensing Specialist observed one child care personnel did not complete preservice training requirements within 90 days of beginning employment or service with the provider. The provider has been given until 2/5/2026 to bring this standard back into compliance. School Readiness Program Handbook Section 3.1 Child care personnel must successfully complete the preservice training coursework described in this section, as applicable. All child care personnel must complete these preservice training requirements within 90 days of initial employment with any School Readiness provider. This timeframe does not start over if personnel change employment to another School Readiness provider within this initial 90 days. CCF Handbook, Section 7.4.1,C (Section 2.1 Health and Safety, Page 3) Record Keeping [SR] Comments: During the inspection, Licensing Specialist reviewed the background Screening Clearinghouse Roster. Care Provider Background Screening Clearinghouse: The Background Screening Clearinghouse will generate e-mails and send you, the provider, a reminder at 60, 30, and 21 days prior to the retention date expiration. Please note, you will only receive that notification for the staff that are on your facility/home roster. Please keep your roster current in the Clearinghouse to avoid confusion on expiration dates, or unwanted notifications. 45-2: During the inspection, Licensing Specialist observed that there was 1 child care personnel that had an expired background screening. During the inspection, the 1 child care personnel was sent home. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 7.4.1, C Background screening documentation must be maintained for all child care personnel as defined by Section 402.302(3), F.S., which includes household members if the facility is located in or adjacent to the home of the operator. Background screening documentation must be on-site and available for the licensing authority to review. CCF Handbook, Section 4.2.3 and 4.2.5 (Section 2.1 Health and Safety, Page 3) Training [SR] Comments: During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 8 employees. During the time of the inspection, the Licensing Specialist monitored 8 of the 8 employee records. REMINDER: In-service training for 2024/2025 fiscal year must be completed before July 1, 2025. 33-9: During the inspection, Licensing Specialist observed 1 child care personnel did not complete the safe sleep training within 30 days of their hire date. During the inspection, Licensing Specialist provided technical assistance, Section 4.2.3 All child care personnel who work in a facility that offers care to infants must have training regarding guidance on safe sleep practices, preventing shaken baby syndrome and abusive head trauma; recognition of signs and symptoms of shaken baby syndrome and abusive head trauma; strategies for coping with crying, fussing, or distraught child and the development and vulnerabilities of the brain in infancy in early childhood within 30 days of hire at the facility. For child care personnel to satisfy this requirement the training must be accomplished through one of following methods: Department's Health Safety and Nutrition course, Safe Sleep course, or the Early Learning Floridas Safe Sleep Practices. The facility was required to have at least [2] credentialed child care personnel and had [1] credentialed child care personnel CCF Handbook, Section 4.6.1, B Comments: 34-1: During the inspection, Licensing Specialist observed that there were 41 children on site. During the inspection, Licensing Specialist observed 1 employee had a staff credential on their DCF transcript when the facility was required to have 2 employees with a staff credential on their DCF transcript. The provider advised that an employee is currently enrolled in the Marchman program to get their staff credential. Extra time is being provided due to the length it will take to complete the class. During the inspection, Licensing Specialist provided technical assistance, Pursuant to Section 402.305(3), F.S. a licensed child care facility must have a minimum of one credentialed child care personnel for every 20 children. A. A credentialed child care personnel is defined as a child care professional who has been issued a Staff Credential Verification documented on the individuals Training Transcript. Florida law requires that VPK instructional personnel possess an appropriate credential. If the Department identifies that a designated VPK teacher does not have an active credential, the Department will notify the local Early Learning Coalition or its designated representative. HEALTH REQUIREMENTS Compliance Comments REMINDER: There are three common modes of transmission for the spread of microorganisms in child care settings: contact, droplet, and airborne. Many common infections encountered in the child care setting are transmitted by direct or indirect contact. Child care facilities shall develop a written exposure plan regarding universal safety precautions, recommended by the Centers for Disease Control and Prevention (CDC), to follow in the event there is exposure to blood and potentially infectious fluids. Personnel are required to be educated on the facility's exposure plan regarding standard precautions before beginning to work and annually thereafter. Written documentation that child care personnel have participated in the facility's annual refresher education for the exposure plan and understand the proper procedures in the event there is exposure to blood, and potentially infectious fluids must be retained for 12 months and be available for licensing to review (CCF Handbook, p. 53). 35.
