Child care personnel who completed ELFL health and safety modules did not complete additional DEL-approved health and safety training by required date. (Section 3.2.A.2.a. and 3.2.C Training Requirements, Page 7) [SR] Comments: 2 staff members did not complete required School Readiness training within 90 days of employment. Both staff have completed DCF 45 hours but failed to complete DEL School Readiness Training. Start dates for this staff are 7/18/25 and 8/18/25 3 Training Requirements School Readiness Handbook pages 7,8, 9 Training requirements of this section do not apply to child care personnel who do not work directly with children, such as cooks, bookkeepers, and janitors who are considered other personnel. Training is required for other personnel if they at any time fill in for classroom child care personnel and are in direct care of children. 3.1 Preservice Child care personnel must successfully complete the preservice training coursework described in this section, as applicable. All child care personnel must complete these preservice training requirements within 90 days of initial employment with any School Readiness provider. This timeframe does not start over if personnel change employment to another School Readiness provider within this initial 90 days. Personnel who have not completed all preservice training requirements are not allowed any unsupervised contact with or care of children in a School Readiness program. CCF Handbook Section 4.2.1 (Section 2.1 Health and Safety, Page 3) Comments: One staff member did not complete testing for DCF 45-hour training. She completed all coursework in 2024 but never took required testing. 4.2 Training Requirements page 40 4.2.1 Mandated Introductory Training Child care personnel must successfully complete 40 hours of child care training as evidenced by successful completion of competency examinations offered by the Department or its designated representative with a weighted score of 70 or better. Child care personnel who successfully completed the mandatory 40-hour Introductory Child Care Training prior to January 1, 2004 are not required to fulfill the competency examination requirement. The facility failed to maintain a current Employee/Contractor Roster for all child care personnel in the Clearinghouse. CCF Handbook, Section 5.1, K (Section 2.1 Health and Safety, Page 3) Record Keeping [SR] Comments: There were 5 former staff members that information for their departure from facility was not recorded timely. All resignations were in effect in May and June of 2025. 1 new staff member who started working at facility on 10/9/25 was not added within 5 business days as required. All information was updated 11/18/25 during renewal inspection. Provider stated that she has had issues and errors messages in Clearinghouse. Specialist gave provider Clearinghouse workbook which has a phone number for Clearinghouse and advised her to call when issues arise. 5 Background Screening page 51 and 52 5.1 Initial Screening K. The employer/owner/operator must add child care personnel to their Employee/Contractor Roster in the Clearinghouse within 5 days of when the individual has received a child care eligible result and has been hired at the facility. Children in the outdoor play area were not adequately supervised in that [a 2.5 year old child was left unsupervised in atrium playground. This was self reported by Director ]. CCF Handbook, Section 2.4.1, A General Requirements [SR] Comments: On 7/7/25, the Director self-reported that a child had been left outside in atrium playground for 18 minutes. Parent was notified and a staff who was responsible for child was terminated from her position at facility. 2.4 Supervision page 12 2.4.1 General Supervision Requirements B. Childcare personnel must be assigned to provide direct supervision to a specific group of children and be with that group of children at all times. Children must never be left without childcare personnel supervision inside or outside the facility, in a vehicle, or at a field trip location. Early literacy training must be completed within 12 months of date of employment in the child care industry. Proof of completion may be documented on a certificate of course completion, classroom transcript, or diploma. Child care personnel must complete one of the following: A. One of the Departments online literacy courses available on the Departments website. B. One of the Departments approved literacy courses. A list of these courses can be obtained from the Departments website. (No additional courses will be approved by the Department.) C. One college level early literacy course (for credit or non-credit) if taken within the last five years. 4.2.3 Safe Sleep/ Shaken Baby Syndrome Training All child care personnel who work in a facility that offers care to infants must have training regarding guidance on safe sleep practices, preventing shaken baby syndrome and abusive head trauma; recognition of signs and symptoms of shaken baby syndrome and abusive head trauma; strategies for coping with crying, fussing, or distraught child and the development and vulnerabilities of the brain in infancy in early childhood within 30 days of hire at the facility. For child care personnel to satisfy this requirement the training must be accomplished through one of following methods: Department's Health Safety and Nutrition course, Safe Sleep course, or the Early Learning Floridas Safe Sleep Practices.
