CCF Handbook, Section 3.12, D (Section 2.1 Health and Safety, Page 3) Sanitation and Equipment [SR] Comments: 32-7: During the inspection, Licensing Specialist observed that the depth of mulch on the School Age Playground did not meet the 6 inch depth requirement in that there are sections in front of the two slides that did not have any mulch. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 3.12, D. Permanent or stationary playground equipment must have a fall/use zone that extends a minimum of 6 feet in all directions from the perimeter of the equipment. All types of ground cover must be maintained to provide resilience and reduce the incidence of injuries to children in the event of falls. 1. If the ground cover in place is loose ground cover (such as, but not limited to: mulch, shredded rubber chips, or sand) a minimum of 6 inches in depth is required in the use zone. Asphalt, concrete, hard packed dirt, hay, grass or leaves are unsuitable for use in the use zone area. 2. If the ground cover in place is a unitary playground surface, then the unitary surfacing materials must be installed, maintained, or replaced according to manufacturers instructions. Unitary surfaces must be tested to and comply with ASTM F1292; documentation of test data must be retained at the facility and available for licensing to review. 3. If the play area was approved by the Department prior to January 1, 2020 and does not meet the 6 -foot fall/use zone requirement, then the facility must submit a written notification, including photographs and layout of the play area, to the Department prior to or on April 1, 2020, notifying its intention to continue to operate using the prior approved play area. However, if the permanent or stationary playground equipment is moved or replaced then the standard would apply, and 6 feet of use zone must be provided. Any new equipment added would be required to have the 6 feet of use zone in all directions from the perimeter of the equipment. TRAINING Compliance Comments During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 15 employees. CCF Handbook, Section 4.2.2 and 4.5, C (Section 2.1 Health and Safety, Page 3) Comments: During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 15 employees. During the time of the inspection, the Licensing Specialist monitored 15 of the 15 employee records. Counselor reviewed 10 hours of annual in-service, completed, for all child care personnel for the 2024/2025 fiscal year. REMINDER: In-service training for 2025/2026 fiscal year must be completed before July 1, 2026. 33-6: During the inspection, Licensing Specialist observed that 1 child care personnel did not complete the 5 hour early literacy training within 12 months of the hire date. The director brought this standard back in compliance at the time of inspection by placing the gate in the entrance way of the kitchen and putting the dirt devil in the locked closest. CCF Handbook, Section 3.1, A (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the inspection, Licensing Specialist observed in the 3/4 year old classroom there was paint peeling on the wall with the television and the front wall with the windows. In the 3 year old classroom the the counter with the sink the side of the counter was peeling and there was a small hole in the wall across from the door in the bathroom. The director was given until March 27, 2025, to come into compliance with this standard. (Section 2.1 Health and Safety, Page 3) General Requirements [SR] Comments: During the inspection, Licensing Specialist observed 1 child care personnel to 14 children. There was 6(2 year old's), 3(3 year old's), 1(4 year old), 1(VPK) and 2 School Age). The facility should have followed the 2 year old ratio since there was more 2 year old's then any other age group. Which would have been the 11:1 ratio. The operator brought this standard back in compliance during the time of the inspection by having another child care personnel come into the classroom. Child care personnel including volunteers who work 10 hours or more per month did not complete the 40 hour Introductory Child Care Training requirement. CCF Handbook Section 4.2.1 Comments: During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 25 employees. During the time of the inspection, the Licensing Specialist monitored 15 of the 15 employee records. When the Licensing Specialist was reviewing the files the licensing counselor seen one personnel did not finish her 40-hour training. At the time of the inspection the Owner/Operator/Director advised the Licensing Specialist that the employee will not be returning until training is completed therefore putting this back into compliance. CCF Handbook Section 4.1 Beginning Training Childcare personnel including volunteers who work 10 hours or more per month must begin training within 90 days of employment in the childcare industry and successfully complete Departments training within 12 months from the date training begins. Training taken prior to employment in the childcare industry does not constitute begin training. The begin training timeframes begin at the time of employment in the childcare industry. Training completion may not exceed 15 months from the date of employment in the childcare industry in any licensed Florida childcare facility. This may be accomplished by classroom attendance in a department-approved training course, acquiring an educational exemption from a department-approved training course, beginning a department-approved online childcare training course, or by receiving results from a department-approved competency examination. The childcare program is responsible for obtaining training documentation from childcare personnel. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook Section 4.2.1 Mandated Introductory Training Childcare personnel must successfully complete 40 hours of childcare training as evidenced by successful completion of competency examinations offered by the Department or its designated representative with a weighted score of 70 or better. Childcare personnel who successfully completed the mandatory 40- hour Introductory Child Care Training prior to January 1, 2004, are not required to fulfill the competency examination requirement. A.
