CCF Handbook, Section 3.9.2, B (Section 2.1 Health and Safety, Page 3) Food and Nutrition [SR] Comments: During the inspection, the Operator advised that the facility provides meals and snacks to the children that are in care. During the inspection, the Licensing Specialist observed a case of expired Campbells Cream of Chicken soup stored in the facility's pantry that was not consumed or discarded on or before the expiration dates listed by the manufacturer. The soup expired 3/2/2025. This standard was brought back into compliance in that the Operator removed the soup from the panty, and it was discarded. During the inspection, the Licensing Specialist provided technical assistance, CCF Handbook, Section 3.9.2, B: Food Storage Proper storage of food is essential to prevent food contamination, as well as, insect and rodent infestation. Correct handling and storage of all food is a key component in preventing food-borne illnesses. To prevent bacteria growth, cold food must be kept at or below 41 degrees Fahrenheit and hot foods at or above 135 degrees Fahrenheit. Facilities choosing to prepare food must have a designated space for food storage within the designated food preparation area or in a room not calculated as part of indoor floor space, and in an area not used for diapering. Off-site food storage is permissible only if the site of storage is a licensed childcare facility under the same ownership that includes a food preparation area that meets licensing standards. CCF Handbook, Section 4.1 (Section 2.1 Health and Safety, Page 3) Comments: During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 22 employees. During the time of the inspection, the Licensing Specialist monitored 22 of the 22 employee records. Counselor reviewed 10 hours of annual in-service, completed, for all child care personnel for the 2024/2025 fiscal year. REMINDER: In-service training for 2025/2026 fiscal year must be completed before July 1, 2026. 33-3: During the inspection, Licensing Specialist observed 1 child care personnel did not start the DCF 40 hours of introductory training within 90 days of their hire date. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.1 Child care personnel including volunteers who work 10 hours or more per month must begin training within 90 days of employment in the child care industry and successfully complete Departments training within 12 months from the date training begins. Child care personnel inappropriately interacted with children in care in a manner that was aggressive, demeaning or intimidating in nature. CCF Handbook, Section 8.2, C Enforcement [SR] Comments: 47-1: During the inspection, teacher 3 advised that child 1 was upset on the playground. Teacher 3 stated that teacher 1 had just went on lunch and brought child 1 outside and he was crying. Child 1 said that teacher 1 pinched him on his back. Teacher 3 looked at his back and saw that there were two red marks on his back. Teacher 3 took a photo of the mark. The photo was date stamped as of 2/18/2025. The photo shows a scratch on his shoulder blade and a red mark. The director stated that child 1 had hurt another child, and both children were brought to the front office so that the parents can be called. The director stated that teacher 3 noticed that there was a red mark on child 1s back and that child 1 said that teacher 1 pushed him. The director stated that he asked teacher 1 what had happened. Teacher 1 stated that child 1 would not go through the door, so she pushed him through the door with her finger. The director advised that he could not see the incident on the camera due to it occurring in a doorway. The director watched the cameras from 4-16-2025 and observed that the incident between teacher 1 and child 2. Child 2 was on the table and Teacher 1 grabbed child 2 and put her in timeout in the library. Teacher 1 put the band aid on child 2 and was talking to child 2 in the library. The director stated that it looked like teacher 1 grabbed child 2 under each of the arms with two hands, picked her up from the table, put her on the ground and grabbed her hand and brought her to the library. The director stated that teacher 2 saw that mark and got child 2 a band aid. The director stated that he saw the marks on child 2, the skin was broken but it was not bleeding.
