    Sec. 7-36(b), Ordinance: When not napping, children must not be confined in highchairs, sassy seats, bounce seats, or similar equipment for more than 15 minutes at a time without direct staff contact. 2.6(F), Handbook: Infant seats (swings, bouncers, etc.) must be used only for short periods of time, and no more than two times per day that the child is in care. A child was confined inappropriately in that [toddlers were place din high chairs]. Indoor/Outdoor Space [SR] Comments: During a complaint inspection, after reviewing video footage of alleged incident, about 3 children were observed in high chairs in front of a tv/media device. This appears to happen from 4pm until the parents pick up and the facility closes at 6pm. TA was provided that high chairs are to be used for feeding purposes only and that the written daily activity schedule should be followed and it does not include sitting in front of an electronic media device. 19.
