When staff are supervising children, they shall always ensure their care and protection. On 4/09/2025, Child #1(age 20 months old) was observed being ?lethargic, sleepy, and pale?, Staff #1 contacted the child?s parent at 8:10am to report the concerns. At 8:22am, Staff #2 brought Child #1 to the lobby after observing Child#1?s lips had turned ?blue?. Staff #2 spoke to Child #1?s parents on the phone multiple times to provide updates regarding Child #1?s condition while one parent was on their way to the center. At 8:39am, Child #1?s parent requested Staff #2 to call 911 so that Child #1 could receive emergency care. Staff #2 informed the child?s parent that 911 would not be called. Upon the center?s refusal, the parent called 911. At 8:48am, Staff #2 observed Child #1 ?take a gasp of breath and then the child?s chest caved in?. Staff #2 then called 911 who reported an ambulance had already been dispatched to the location at the request of the parent. Complaint related: Yes
