    The following actions or threats thereof are forbidden: physical punishment, striking or roughly handling a child. Video footage from 9/10/2025 showed Staff #1 physically punishing a child. Child #1, age 21 months, had partially removed their shirt and approached Staff #1 who was sitting in a child size chair. Staff #1 grabbed the shirt and was attempting to put it back on when the child spit. Staff #1 was seen raising their open palm next to the childs face and pausing. Staff #1 then popped the child on the cheek twice and underneath the chin twice. Staff #1 tapped the child on the lips with their finger once and then went to the sink to wash their own hands.
