13. Toxic Substances, Hazardous Materials and Weapons CCF Handbook, Section 3.2 (13-02)

The facilitys storage of harmful items including cleaning supplies, flammable products, and poisonous, toxic and hazardous materials allowed access by children in care. CCF Handbook, Section 3.2, B Comments: Licensing specialist observed cleaner + bleach solution, Clorox wipes and shaving cream (labeled keep out of reach of children), within the reach of children in an unlocked closet accessible to the children in the 3 year old room #6 (Pictures were taken). Licensing specialist also observed Rit Dye, shaving cream and other cleaning products (labeled keep out of reach of children), within the reach of children in an unlocked cabinet accessible to the children in the 4 year old room #3 (Pictures were taken). Technical Assistance (TA) was given to the staff responsible by the Licensing specialist explaining that these items must always be inaccessible and out of a childs reach. Items were removed and placed out of reach of children by the staff member, placing this standard back in compliance. This standard was marked back in compliance. Supervision of children in the [four year old classroom] group was inadequate in that [the children were observed on three occasions leaving the classroom to use the restroom while the teacher and the teacher's aide remained in the classroom.]. CCF Handbook, Section 2.4 Comments: January 7, 2026, the Early Childhood Specialist observed the four & five year old classroom. The Partner Agency Representative observed three occasions when children left the classroom alone to go to the bathroom, which is located in the hallway, by themselves while the teacher and the teacher's aide remained in the classroom. The Partner Agency Representative observed a child go to the bathroom alone while the two teachers were in the classroom who were unaware that the child left the classroom. CCF Handbook, Section 7.5 Comments: January 9, 2026, the GOC1 observed in the four year old classroom, two children were signed out on the attendance roster, however, they were still in the classroom. Technical assistance was provided to the director and the teacher to ensure that the arrival and departure times for the children are recorded accurately on the classroom roster. January 9, 2026, the GOC1 observed in the three year old classroom, 11 children signed in one the roster, however, there were 12 children in the classroom. During nap time, lighting was insufficient to visually observe and supervise children. CCF Handbook, Section 3.3.1, C Comments: LS while walking around the center with the director, saw that the one and two year old rooms did not have enough lighting during naptime. LS had to use the light on her phone to guide her when she walked in the classrooms. LS gave TA to the staff and director explaining that during naptime, lighting must allow child care personnel to visually observe and supervise children. Licensing Specialist gave technical assistance to the director and staff to ensure that all harmful items are stored in a locked or inaccessible area to children at all times. Bottles and/or sippy cups brought from home were not labeled with childs first and last name. CCF Handbook, Section 3.9.5, B Comments: Licensing specialist observed in the four and five year old classroom sippy cups brought from home that were not labeled or only had a first name. The director and staff responsible were provided TA by the licensing specialist on the requirement for last and first names on cups and bottles brought from home. Bottles and sippy cups brought from home shall be individually labeled with the childs first and last name and shall be returned to the custodial parent or legal guardian daily. Child care personnel including volunteers who work 10 hours or more per month did not complete the 40 hour Introductory Child Care Training requirement. CCF Handbook Section 4.2.1 Comments: LS observed that the individuals listed on the supplemental page have not completed the Introduction Courses. The LS provided technical assistance (TA) to the director explaining that training must be completed within 12 months from the day employment begins in the child care industry. Child care personnel must successfully complete 40 hours of child care training as evidenced by successful completion of competency examinations offered by the Department or its designated representative with a weighted score of 70 or better. Child care personnel who successfully completed the mandatory 40-hour Introductory Child Care Training prior to January 1, 2004 are not required to fulfill the competency examination requirement.
