2.8 (B), Handbook: The child care facility operators, employees, and volunteers must comply with written disciplinary and expulsion policies. Child care personnel did not comply with the facility's written expulsion policy. Ratios/Discipline [SR] Comments: Complaint alleges that a teacher put tape on another child's mouth for "bad behavior". A complaint inspection was conducted on 11/7/2024 and a statement from the Director (J. Lugo) was received. Per the Director, a parent notified her via email on 11/1/2024 that her child told her that a teacher (Ms. S. Drummond-Lee) put tape over another child's mouth (CC 4y/o). The Director reviewed the footage form 10/31/2024 and other dates at random and didn't see what was being alleged against the teacher. She proceeded to speak with the teacher and the teacher admitted to showing the child the . The teacher did not admit to proceeding with actually placing the tape on the child's mouth because he understood that by showing him the tape, he had to be quiet. The teacher told the director this incident happened a few weeks ago. The director couldn't run the camera back to two weeks as the footage erases after about a week. The director stated that she terminated the teacher's employment because what she did does not comply with their policies as a school. She also contacted the abuse hotline to report the incident. The complaint is partly substantiated. A non-compliance is being issued as the teacher violated 2.8B of the DCF Handbook by not complying with the written disciplinary policies. FACILITY/STORAGE 10. Facility/Storage [SR] Comments: The following were observed to be in need of repair during today's visit: There is a cracked toilet paper dispenser in the 3 year old classroom. There is a running toilet in the bathroom in the 3 year old classroom. There were several stained ceiling tiles throughout the 3 year old classroom Bike-merry-go-round was observed with chipping paint and rusted bars.
