Sec. 7-33(e), Ordinance: Direct supervision means watching and directing the childrens activities within close proximity within the same room inside or within a designated outdoor play area and responding to each childs needs. Inadequate supervision occurred when a child/childrens needs were not met in the following incident: [see narrative below]. Ratios/Discipline [SR] Comments: Complaint alleges that on 1/16/2026, the neighbor was not authorized to pick up her children A.B. age 7 , M.B., age 9, X.B. age 5, but the school released the children to the unauthorized person. The unauthorized neighbor called her to say that she had picked up her children from the provider. This neighbor is not on the list of authorized people to pick up her children, and they should not have been released to this neighbor without first checking with the parent and getting her permission. FINDINGS:A complaint inspection was conducted on 2/9/2026 and a statement was received from the director and can be found in the complaint form. Please refer to the complaint form for further details. This complaint is substantiated and a non-compliance for inadequate supervision is being issued. The rule that was violated was 2.4.1(E) of the DCF Child Care Handbook, which states a program is responsible for the supervision of a child until an authorized individual retrieves the child from the program. A child shall not be released to any person other than the person(s) authorized or in the manner authorized in writing by the custodial parent or legal guardians. All individuals authorized to pick up a child must be identified in writing prior to release by the custodial parent or legal guardian to the program, and the program must verify the individual picking up the child is authorized by using a picture form of identification. In this instance, children were released to an individual known by the child and/or the childs custodial parent/legal guardian in a manner not authorized in writing by the custodial parent(s) or legal guardian(s).
