The facilitys outdoor play area contained litter, nails, glass or other hazards that posed a low potential for harm to children. CCF Handbook, Section 3.5, A (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the inspection, the Licensing Specialist observed the facilitys outdoor play area contained litter, nails, glass or other hazards that posed a low potential for harm to children in that on the VPK playground on the large jungle gym, there was a hinge on a pole to the left of a blue tunnel that is broken. This pole holds up the blue tunnel and was located on the far left of the jungle gym when facing the jungle gym. The Operator has been given until 7/1/2026 to come into compliance with this standard. The facilitys outdoor play space was not enclosed with fencing or walls a minimum of 4 feet in height. CCF Handbook, Section 3.5, F (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the inspection, the Licensing Specialist observed the facilitys outdoor play area on the Young (6 months to Two-year-olds) space was not enclosed with fencing or walls a minimum of 4 feet in height. This area is the fence that leads to a trash receptacle and street. Three areas of the fence measure 3 feet 10 inches in height. The fence was damaged in two places in that on both ends, the top bar was not properly connected, the fence that is located on the left side of the gate entrance. On the left side of this area of the fence, the top bar was leaning forward. On the right side, the piece that connects to the fence was broken off and hanging. The Operator has been given until 6/11/2026 to come into compliance with this standard. During the inspection, the Licensing Specialist provided technical assistance, CCF Handbook, Section 3.5, F: Outdoor Play Area F. The outdoor play area must have adequate fencing or walls a minimum of 4 feet in height. Fencing, including gates, must be continuous and must not have gaps or opening larger than 3 inches that would allow children to exit the outdoor play area. The base of the fence must remain at ground level and be free from erosion or buildup to prevent inside and outside access by children or animals. These areas must have at least two exits, with at least one being remote from the buildings. If an outdoor play area was approved for usage by the Department prior to October 25, 2017, no new exits are required to be added to meet this standard. CCF Handbook, Section 3.5, F (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the inspection, the Licensing Specialist observed the facilitys fencing walls or gate area had gaps that could allow children to exit the outdoor play area in that on the VPK playground, the fence to the left of the exit gate had two areas that measured 9 inches wide by 5 inches high, and 8 inches wide by 5 inches high. The Operator has been given until 6/11/2026 to come into compliance with this standard. During the inspection, the Licensing Specialist provided technical assistance, CCF Handbook, Section 6: Health Requirements: There are three common modes of transmission for the spread of microorganisms in child care settings: contact, droplet, and airborne. Many common infections encountered in the child care setting are transmitted by direct or indirect contact. Child care facilities shall develop a written exposure plan regarding universal safety precautions, recommended by the Centers for Disease Control and Prevention (CDC), to follow in the event there is exposure to blood and potentially infectious fluids. Personnel are required to be educated on the facilitys exposure plan regarding standard precautions before beginning to work and annually thereafter. Written documentation that child care personnel have participated in the facilitys annual refresher education for the exposure plan and understand the proper procedures in the event there is exposure to blood and potentially infectious fluids must be retained for 12 months and be available for licensing to review. 36. This standard was brought back into compliance during the time of the inspection when a personnel member removed the medication from the classroom and returned to the custodial parent or legal guardian. The facility did not have documentation to show completion of a Department approved five-hour early literacy and language development course for child care personnel within 12 months of date of employment in child care industry and/or the early literacy course documentation was not uploaded in the Florida Pathways/Registry. CCF Handbook, Section 4.2.2 and 4.5, C Comments: During the time of inspection, the Operator advised the Licensing Specialist that there 26 employees. During the time of the inspection, the Licensing Specialist monitored 26 of the 26 employee records. REMINDER: In-service training for 2024/2025 fiscal year must be completed before July 1, 2025. Counselor reviewed 10 hours of annual in-service, completed, for all child care personnel for the 2023/2024 fiscal year. When the Licensing Counselor was reviewing the files the Licensing Specialist observed 1 personnel did not finish her 5 hours Early Literacy training. The operator was given until October 23, 2024, to come into compliance with this standard. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.2.2 Early Literacy Training Pursuant to Section 402.305(2)(e)5., F.S., all childcare personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the childcare industry. Proof of completion may be documented on a certificate of course completion, classroom transcript, or diploma. Childcare personnel must complete one of the following: A. One of the Departments online literacy courses available on the Departments website. B. One of the Departments approved literacy courses. A list of these courses can be obtained from the Departments website. (No additional courses will be approved by the Department.) C.
