Child care personnel failed to possess a current attendance record and parent contact information during a fire drill, emergency preparedness drill or an actual emergency. CCF Handbook Section 3.8.4, C and 3.8.5, A (Section 2.1 - Health and Safety, Page 3) Physical Environment [SR] Comments: At the time of inspection, Licensing Specialist observed the facility conducting a fire drill. During the fire drill, the Child Care Personnel had the current attendance record, but failed to utilize the attendance to account for all children. Child Care Personnel were observed only counting children. Technical assistance was provided that current attendance record must accompany Child Care Personnel out of the building during a drill or actual evacuation and be used to account for all children. The attendance roster for the children was not current and did not represent the number of children inside the classroom. The children were moved into on classroom as the numbers when down but was not accounted for. Technical assistance was provided that each classroom must have an attendance sheet/class roster for the group of children occupying that space. Attendance sheet/class roster must accompany the child care personnel and the group of children throughout the day should they leave the classroom. CCF Handbook, Section 7.5 Record Keeping [SR] Comments: At the time of the inspection, the specialist observed that the two year old teacher had not completed the attendance with children already present in the classroom. The specialist gave TA as to the importance of marking each child present at the moment they are to be supervised by the staff. The staff completed the attendance while the specialist was in the classroom. This returns the facility to compliance for this standard. Children were left unattended while being diapered or when changing clothes and/or a safety strap or harness was used on the diaper changing table/surface. CCF Handbook, Section 3.10.2, F General Requirements [SR] Comments: At the time of inspection, the Licensing specialist observed an infant being diaper changed by a staff in the infant classroom that was strapped down with a safety harness attached to the diapering station. The specialist advised the provider and staff that the safety harness can not be used in the child care setting. The staff immediately took the safety strap off at time of inspection. Areas of the facility were found to be in need of cleaning. CCF Handbook, Section 3.1, A Physical Environment [SR] Comments: At the time of inspection, the Licensing specialist observed the air conditioning vents and ceiling fans throughout the facility with dust build up and needing to be cleaned. The provider had staff clean the vents throughout the facility once VPK classroom closed and while children were outside on the playground. The floor mats available for children in care were not covered with an impermeable surface.
