All vehicles regularly used to transport children must be inspected annually by a mechanic to ensure that they are in proper working order. Documentation by the mechanic must be maintained in the vehicle. B. The maximum number of individuals transported in a vehicle may not exceed the manufacturers designated seating capacity or the number of factory installed seat belts. C. When transporting children, staff-to-child ratios must be maintained at all times. The driver may be included in the staff-to-child ratio if he or she meets screening and training requirements. D. All child care facilities must comply with the insurance requirements found in Section 316.615(4), F.S. Documentation shall be maintained at the facility. E. The interior of vehicles, when being used to transport children, must be maintained at a temperature comfortable to children (between 65- and 82- degrees Fahrenheit). The vehicle can be ventilated either by mechanical or natural means to maintain the temperature. F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle. 1. Approved alarm systems must meet the following criteria: a. The alarm system must be armed or activated automatically when the vehicles ignition is turned on. b. The alarm system must be designed and installed so that the vehicle horn, siren or other type of audio alarm will sound if the driver/staff member does not walk to the rear or, in the case of a passenger van, the side entry point of the vehicle, to manually shut off or deactivate the alarm. c. The time delay from the time the ignition is turned off after activation of the alarm system until the alarm sounds shall be no longer than one minute. d. The alarm must be audible from the distance of 500 feet from the vehicle. e. The alarm system must be installed so that the driver must walk to the back of the vehicle to reach the deactivation mechanism. Deactivation mechanisms installed in locations that do not require the driver to walk to the back of the vehicle and view all seating areas will not be acceptable. 2. CCF Handbook, Section 6.3, B & C and 2.5.3, E Health Requirements [SR] Comments: 39-01: During the inspection, the preschool teacher stated that on 8/11/2025, her classroom was on the playground with the assistant directors class. At around 10:30 am the preschool teacher saw the child running to get to the metal car and tripped over the mulch and hit the side of his face on the metal car. The preschool teacher stated that she took him inside, washed the injury and put ice on it. The preschool teacher stated that the child did not cry. The preschool teacher wrote the accident report. The preschool teacher stated that she did not see any bruising and that the child acted fine for the rest of the day. The preschool teacher advised that in the afternoon, he only had a little swelling. The preschool teacher advised that the facilitys protocol regarding serious injuries is to contact the director, and the director will call the parent. The preschool teacher did not see the accident as serious, so the parents were not contacted. EMS was no contacted. The mom stated that when she picked up the child, she saw his eye and the afternoon teacher said that she had an incident report for the mom from the preschool teacher. The teacher could not give an explanation for what happened. The mom signed the incident report. The mom stated that his eye was almost swollen shut. The mom took him home. The child was complaining that his head was hurting so the mom gave him medicine and took the child to the ER Licensing Specialist received via email from the Program Safety Manager, images of the child that were sent by the mom. Licensing Specialist also received a copy of the accident report dated 8/11/2025 and the Emergency Room visit summary from 8/11/2025 that stated the diagnoses was traumatic injury of the head, contusion of right eyebrow, and abrasion, neck w/o infection. The child is no longer enrolled. This is being marked corrected at the time of the inspection. The facility did not have documentation to show completion of a Department approved five-hour early literacy and language development course for child care personnel within 12 months of date of employment in child care industry and/or the early literacy course documentation was not uploaded in the Florida Pathways/Registry. CCF Handbook, Section 4.2.2 and 4.5, C (Section 2.1 Health and Safety, Page 3) Comments: 33-6: During the inspection, Licensing Specialist observed 3 child care personnel that did not complete the early literacy training within 12 months of their child care industry start date. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.2.2 and 4.5, C Pursuant to Section 402.305(2)(e)5., F.S., all child care personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the child care industry. Proof of completion may be documented on a certificate of course completion, classroom transcript, or diploma. Child care personnel must complete one of the following: A. One of the Departments online literacy courses available on the Departments website. B. One of the Departments approved literacy courses. A list of these courses can be obtained from the Departments website. (No additional courses will be approved by the Department.) C. Child care personnel including volunteers who work 10 hours or more per month did not complete the 40 hour Introductory Child Care Training requirement. CCF Handbook Section 4.2.1 (Section 2.1 Health and Safety, Page 3) Comments: During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there are 15 employees. During the time of the inspection, the Licensing Specialist monitored 15 of the 15 employee records. REMINDER: In-service training for 2024/2025 fiscal year must be completed before July 1, 2025. 33-1: During the inspection, Licensing Specialist observed 1 child care personnel did not complete the DCF 40 hours of introductory training within 12 months of starting the DCF courses, exceeding 15 months. During the inspection, Licensing Specialist provided technical assistance, During the inspection, Child Care Regulation provided technical assistance, Child care personnel including volunteers who work 10 hours or more per month must begin training within 90 days of employment in the child care industry and successfully complete Departments training within 12 months from the date training begins. Training taken prior to employment in the child care industry does not constitute begin training. The begin training timeframes begin at the time of employment in the child care industry. Training completion may not exceed 15 months from the date of employment in the child care industry in any licensed Florida child care facility. This may be accomplished by classroom attendance in a Department-approved training course, acquiring an educational exemption from a Department-approved training course, beginning a Department-approved online child care training course, or by receiving results from a Department-approved competency examination.
