17. Outdoor Play Area/Fencing CCF Handbook, Section 3.5 (17-07)

The base of the fence in the outdoor play area was not at ground level and could allow inside or outside access by children or animals. CCF Handbook, Section 3.5, F Physical Environment [SR] Comments: 17-7: During the inspection, Licensing Specialist observed that the chain link fence on the preschool 1 playground was not a ground level. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 3.5, F The outdoor play area must have adequate fencing or walls a minimum of 4 feet in height. Fencing, including gates, must be continuous and must not have gaps or opening larger than 3 inches that would allow children to exit the outdoor play area. The base of the fence must remain at ground level and be free from erosion or buildup to prevent inside and outside access by children or animals. These areas must have at least two exits, with at least one being remote from the buildings. If an outdoor play area was approved for usage by the Department prior to October 25, 2017, no new exits are required to be added to meet this standard. The facilitys outdoor play area contained litter, nails, glass or other hazards that posed a low potential for harm to children. CCF Handbook, Section 3.5, A Physical Environment [SR] Comments: 17-1: During the inspection, Licensing Specialist observed that the white privacy fence was not in good repair, in that that were holes some of the panels on the Preschool Playground 1 and preschool playground 2 (some of the holes were covered with duct tape). On the preschool playground 2, there where 2 sections of the white privacy fence that was not attached to the posts at the top (when you push on the fence it was move). Child care personnel did not complete preservice training requirements prior to unsupervised contact with or care of children or, if supervised, within 90 days of beginning employment or service with the provider. (Section 3.1 and 3.2 Training Requirements, Page 7) [SR] Comments: 33-13: During the inspection, Licensing Specialist observed 1 child care personnel that did not complete the School Readiness Pre- Service training before she was left alone in the school age room. A second staff member went into the School Age room who had completed the School Readiness training. This is being marked corrected at the time of the inspection. During the inspection, Licensing Specialist provided technical assistance, Child care personnel must successfully complete the preservice training coursework described in this section, as applicable. All child care personnel must complete these preservice training requirements within 90 days of initial employment with any School Readiness provider. This timeframe does not start over if personnel change employment to another School Readiness provider within this initial 90 days. Personnel who have not completed all preservice training requirements are not allowed any unsupervised contact with or care of children in a School Readiness program. The facility did not have documentation to show completion of a Department approved five-hour early literacy and language development course for child care personnel within 12 months of date of employment in child care industry and/or the early literacy course documentation was not uploaded in the Florida Pathways/Registry. CCF Handbook, Section 4.2.2 and 4.5, C (Section 2.1 Health and Safety, Page 3) Comments: During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 27 employees. During the time of the inspection, the Licensing Specialist monitored 27 of the 27 employee records. Counselor reviewed 10 hours of annual in-service, completed, for all child care personnel for the 2024/2025 fiscal year. REMINDER: In-service training for 2025/2026 fiscal year must be completed before July 1, 2026. 33-6: During the inspection, Licensing Specialist observed 1 child care personnel that did not complete the 5 hour early literacy training within 12 months of their child care industry date. During the inspection, Licensing Specialist provided technical assistance, CCF Handbook, Section 4.2.2 Pursuant to Section 402.305(2) (e)5., F.S., all child care personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the child care industry. Proof of completion may be documented on a certificate of course completion, classroom transcript, or diploma. Child care personnel must complete one of the following: A. One of the Departments online literacy courses available on the Departments website. B. One of the Departments approved literacy courses. A list of these courses can be obtained from the Departments website. (No additional courses will be approved by the Department.) C. The ground cover or other protective surface under the [on the schoolers playground at the bottom of the slide was 2 inches in depth and] was not maintained. CCF Handbook, Section 3.12, D (Section 2.1 Health and Safety, Page 3) Sanitation and Equipment [SR] Comments: During the inspection, Licensing Specialist observed on the playground the mulch under the fall zones were not 6 inches in depth it was 2 inches in depth by the bottom of the slide in the schooler's playground. The director was given until 12/06/2024, to come into compliance with this standard. TRAINING Compliance Comments During the time of inspection, the Owner/Operator/Director advised the Licensing Specialist that there 27 employees. During the time of the inspection, the Licensing Specialist monitored 27 of the 27 employee records. In-service training for 2024/2025 fiscal year must be completed before July 1, 2025.
