   A ratio of [1] child care personnel for [6-1 yr. old] children is required. A ratio of [1] child care personnel for [21] children was observed. s.402.305(4), F.S. General Requirements [SR] Comments: Licensing Specialist observed 21 children in care, separated by two classrooms and being watched by 1 childcare personnel, J.W., was supervising the toddler classroom. No one was present in the other room with the preschoolers. Children were broken down by the following groups: Group 1: 2 yr. old room: 12 children were present Mixed ages: 4-2 yr. olds and 7-3 yr. olds and 1-1 yr. old. Group 2: preschool classroom: 9 children were observed alone Mixed age group: 5-4 yr. olds and 4-5 yr. olds Childcare personnel were observed leaving the toddler classroom unattended to open the front door for parents and visitors. When she did this, that left both classrooms unattended. Licensing Counselor had to ask a parent to wait with their child until another childcare personnel were available. Child was a 1 yr. old. This was resolved when the Director arrived at 8:55 A.M. She took over the preschool classroom until the next childcare personnel, W.M., arrived at 9:02 A.M. 2.3 Ratios The staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children and applies at all times while children are in care. 2.3.1 Mixed Age Groups A. In groups of mixed age ranges, where children under one year of age are included, one child care personnel must be responsible for no more than four children of any age group, at all times. B. In groups of mixed age ranges, where children one year of age but under two years of age are included, one child care personnel must be responsible for no more than six children of any age group, at all times.    Supervision of children in the [preschool] group was inadequate in that [there was no childcare personnel present supervising. Children were left alone in a room.]. CCF Handbook, Section 2.4 General Requirements [SR] Comments: Licensing Specialist observed the preschool classroom unsupervised at 8:35 A.M. There were 9 children present and no childcare personnel. The children were observed sitting on the rug area, watching television. Two children were observed fighting over some building blocks and Lego pieces. Licensing Specialist had to assist the provider with caring for the children until other personnel arrived. This was resolved when the Director for the facility arrived and took over the class. Director arrived at 8:55 A.M. 2.4 Supervision 2.4.1 General Supervision Requirements A. Child care personnel must position themselves in the outdoor play area so that all children can be observed and directly supervised. B. Child care personnel must be assigned to provide direct supervision to a specific group of children and be with that group of children at all times.    The facility did not have 35 square feet of usable floor space per child for the number of children observed in care. The facility had a capacity of [10 ] based on 35 square feet and [12] children were observed in care. CCF Handbook , Section 3.4.2, D Physical Environment [SR] Comments: Licensing Specialist observed the toddler classroom had a capacity posted for 10 children. There were 12 children present in the room. This was resolved after a second childcare personnel arrived and moved 2 children to the preschool classroom. 3.4.2 Indoor Square Footage/Usable Floor Space A. A child care that had a valid license on October 1, 1992 must have a minimum of 20 square feet of usable indoor floor space for each child. This provision is not affected by a change of ownership as long as the program remains continuously licensed at the original site. A child care facility that did not hold a valid license on October 1, 1992 and seeks approval to operate as a child care facility must have a minimum of 35 square feet for each child. B. Usable indoor floor space refers to space available for indoor play, classroom, work area, or nap area. C. To determine overall facility capacity, usable indoor floor space is calculated by measuring at floor level from interior walls and by deleting space for stairways, toilets and bath facilities, permanent fixtures and non-movable furniture. Kitchens and designated food preparation areas, offices, laundry rooms, storage areas, hallways, and other areas not normally used or accessible to the children in daily operations are not included when calculating usable indoor floor space to determine total facility capacity. CCF Handbook, Section 7.5 Record Keeping [SR] Comments: Licensing Specialist observed the toddler Attendance Records. Attendance records did not have the time of each child's arrival and departures. Licensing Specialist observed 12 children in the classroom. No one was signed in. This was resolved after the toddler childcare personnel receiving the children signed everyone in. 7.5 Daily Attendance Daily attendance of children must be taken and recorded accurately by the child care personnel, documenting the time when each child enters and departs the program. A. Attendance devices used for the purposes of tracking attendance may be used, but personnel must ensure the accuracy of the documented attendance. Each classroom must have an attendance sheet/class roster for the group of children occupying that space. Attendance sheet/class roster must accompany the child care personnel and the group of children throughout the day should they leave the classroom. B. The custodial parent or guardian may document the time when his/her child enters and departs the child care facility or program. However, child care facility personnel are responsible for ensuring that attendance records are complete and accurate. C. REMOVED. D. Attendance records must be maintained for a minimum of 12 months.
