Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. A staff member did not intervene or assist a child with removing a blanket that a child placed around his neck. The staff member asked the child to remove the blanket but the child refused. The teacher made no further attempts to assist the child or seek help with removing the blanket from around the child's neck.
