K.A.R. 28-4-132 Child care practices. (g) (1) Each applicant, each applicant with a temporary permit, each licensee, and each individual caring for children shall follow the diapering procedures provided by the department.

Diapering procedures were not followed when a disposable towel was not placed under the child's bottom (step 2), the caregiver did not wipe their hands clean after handling soiled diaper (step 7) and the child's hands were not washed after diapering (step 9). K.A.R. 28-4-132 Child care practices. (g) (4) Each child in a family child care home shall be diapered in the child's own crib or playpen, on a clean, moisture-proof, nonabsorbent pad on the floor, or on a changing table.

K.A.R. 28-4-115a Supervision. K.A.R. 28-4-115 Facility. (i) (1) The outdoor play area shall be fenced if the play area adjoins that of another child care facility, as defined in K.S.A. 65-503 and amendments thereto, or if the area surrounding, or the conditions existing outside, the play area present hazards that could be dangerous to the safety of the children, which may include any of the following:

The outdoor play area is not free of hazards when the south fence has two boards missing and a child can crawl through the space into the neighbors back yard; and the shed in the outdoor play area does not lock, contains a mower and gasoline, and is accessible to children.
