HAR §17-892.2-11 — Other policies

Honolulu Waldorf School Parent Handbook pp. 36 - 37 - Guidelines for school tortoise: Parents must sign a waiver, children may not feed the tortoise by hand, and may only touch the shell gently, shoes must be worn in the yard with the tortoise, and all children, staff, or parents must wash hands immediately after touching tortoise. * * * * * * * * * * * * * * * * * * * * * *** Even though the facility's parent handbook includes guidelines allowing children to touch the shell of a school tortoise and outlines sanitation procedures, including handwashing after contact, reptiles are recognized as a public health concern for preschool-aged children due to the risk of salmonella transmission, including indirect exposure through surfaces and the environment. Child Care Licensing consulted with the Department of Health (DOH) regarding the presence of a tortoise in a preschool program. The Department of Health confirmed that, based on Centers for Disease Control (CDC) and Food and Drug Administration (FDA) guidance, reptiles are not appropriate for child care programs serving children under five years of age due to the increased risk of Salmonella infection, including exposure through the animal's environment. The Department of Health further advised that reptiles should not be kept in child care centers, nursery schools, or other facilities serving children under five. As a result, the tortoise must be removed from the preschool area and relocated to an area of the school that preschool children do not have access to during child care hours. The presence of the tortoise must be discontinued while caring for preschool-aged children. In addition, the program's Parent Handbook must be revised to remove language permitting the tortoise on site or allowing child contact with the tortoise, and updated to reflect current Department of Health guidance. Once the language has been corrected, please submit a copy to the Worker. Please notify the Worker once the tortoise has been relocated so the Worker may return to verify compliance. * * * * * * * * * * * * * * As for the therapy dog, these types of animals present in a licensed facility must be approved by Child Care Licensing and must comply with applicable health and safety requirements. Parent permission alone does not constitute approval for animals on site. Please revise the program's Parent Handbook to reflect that animal-related policies must include appropriate supervision, sanitation and safety practices, and accommodations for children who do not participate in animal interaction. Correction: Worker verified that tortoise is no longer on campus, and the Parent Handbook has been properly amended.

Worker verified that the school has permission forms for both a therapy dog and tortoise for parents to sign before allowing children to have contact with these animals. Please have XXXXX submit ongoing annual health and safety training certificates to PATCH. This deficiency will be resolved when training certificates have been processed by PATCH and have been updated in our system. If these have already been submitted, please not that it takes approximately four (4) to eight (8) weeks for PATCH to process ongoing health and safety certificates. Caregivers shall complete at least 16 hours of ongoing training in at least 2 of the department approved topic areas. We are reminding you that all caregiving staff need at least 16 hours of department approved training on an ANNUAL basis in at least two topic areas and substitutes need at least 10 hours of training. If they do not complete this requirement, staff may be excluded and these staff members will not be able to count towards the staff-child ratio until they do, which may affect your preschool's ability to meet the required staff child ratio and sequencing requirements. Correction: Worker verified that all non substitute staff have competed annual health and safety training.

On day of visit, worker observed one (1) staff member XXXXX working in the Koa classroom, one (1) staff member XXXXX working in the Kamani classroom, one (1) staff member XXXXX working n the Milo classroom; none of these three (3) staff had qualifications listed in our system. Because they are not qualified, minimum staff employment sequence is not met. Please have the following staff members register and submit early childhood qualifications to People Attentive to Children (PATCH): [Anna Kern, Miyuki Takahashi, Zorah Burress, Rachel Carafello, Kikuko Shimizu, Vanessa Grace and Clementine Chamberlain. Correction: Worker verified that as of 2/26/26, all caregivers are registered with PATCH, and have aide qualifications listed in their registry.
