7.21(A) and (D), Handbook: During the homes licensure year, fire drills utilizing the smoke detector(s) must be conducted monthly at various dates and times when children are in care. The fire drills conducted must include, at a minimum one fire drill during the established napping/sleeping times, one fire drill using an alternate evacuation route, and one fire drill in the presence and at the request of the licensing authority in coordination with the operator or designee. Sec. 7-63(d), Ordinance: All areas of the family child care home must be kept clean, safe, sanitary, in a good state of repair, properly ventilated, and free of rodents. 7.5(B), Handbook: All areas of the home including the play areas shall be in good repair, clean and free from litter, nails, glass, and other hazards. Indoor play areas in the home were not safe or in good repair. General Requirements [SR] Comments: During the inspection, furniture and stacked containers were observed around the children's play area. Following progressive enforcement procedures, a Notice of Violation is being issued as this standard was previously cited out of compliance on 07/02/2024 and 11/29/2023. Sec. 7-62(i)(1)(a) and (b), Ordinance: Prior to licensing of, or employment in, a family child care home, a statement shall be on file, from a licensed physician or authorized agent of the Florida Department of Health, attesting that all family child care home personnel are physically qualified to care for children. Family child care home personnel must undergo physical examinations at least every two years. Child Care personnel did not have a current health statement on file. 6(A), Handbook: The operator shall remain responsible for the supervision of the children in care and capable of responding to emergencies and the needs of the children at all times. Child care personnel must directly supervise children, both indoors and outdoors, by sight and sound. Children must never be left without child care personnel supervision inside or outside the home, in a vehicle, or at a field trip location by themselves. Children were not adequately supervised in that [see below]. (Section 2.1(E) Health and Safety, Page 3) General Requirements [SR] Comments: During today's visit the provider was not on premises and the substitute who was authorized to supervise children was not directly supervising children. Per substitute statement she was sick and was in the restroom which was approximately 25 mins while CCLE staff waited for access to the home. 07. Per substitute statement the outdoor space area was in the process of getting a fence installed.
