FDCH/LFCCH Handbook, Section 7.6, A Comments: At the time of reinspection, the Licensing specialist observed hazardous material in the outdoor play area. The provider confirmed that the children played on the playground today and go outside twice a day. The specialist observed a rake, shovel, steel stake, and grill cleaner near the grill on the patio. The provider also observed a spray can with a clear solution, and another steel stake and rubber hose on the ground in the playground. The provider stated she thinks the solution is water to water the plants. The specialist also observed a bottle of shaving cream in the backyard play area near the play house on the ground. The provider removed all of the litter and hazardous material from the play area at time of inspection. TA was provided to ensure that hazardous material is removed from the play area before children access the play area. The provider advised that the fence was repaired and the children have used the playground. The outdoor play area is back in good repair since the damage caused by the recent hurricane. An unscreened individual was left alone with children in care. s.435.06(2)(a), F.S. and FDCH/LFCCH Handbook, Section 4.2, C Comments: At the time of reinspection, the Licensing specialist arrived at the home and observed two women in the home. One the of the women went directly upstairs once specialist entered the home. The specialist asked the women who answered the door if she was the owner of the home and she replied, no. The specialist asked the women where the owner of the home was and she stated upstairs. The specialist waited and asked where she could find the owner of the home she replied she thought she was outside, the specialist went outside and the contractor working on the roof stated that he saw her drive away. The specialist asked the women directly caring for the children in the home to contact the owner. When the owner came to the phone, she stated that she knows she wasnt supposed to leave the home but had an emergency. The specialist asked the provider instead of leaving the home why she did not call 911, the provider replied that she panicked. The provider advised the specialist that she called all of the parents to pick up their children advising them she had an emergency. The specialist walked the home and the women supervising children stated that she lives in the home. The specialist asked her when she moved in and she replied that she comes on Fridays and stays in the home because she works in Orlando and lives in Orlando. The specialist walked through the upstairs of the home and the other women stated she lives in the home and has been in the home for 4 months but does not care for the children and does not work outside of the home. The specialist reviewed the providers CARES profile and neither of the women are listed as the substitute or household members. The women directly caring for the children while the owner was away from the home has no child care training nor background screening. The owner returned to the home towards the end of the inspection, right before the last child in care was picked up. While gathering belongs out Licensing Specialist vehicle, Licensing Specialist observed the Operator and Household Member return home in a gray Toyota SUV with their child. Operator abruptly exited the vehicle and entered the home. When Licensing Specialist enter the home, Licensing Specialist determined that two Children were in care. Operator admitted that the children were in the care of a Visitor of the home who does not have a cleared background screening. Technical assistance was provided that all child care personnel, household member, substitute must be screened via Clearinghouse.
