For children from birth through 1 year of age, there must be one child care personnel for every four children. 2. For children 1 year of age or older, but under 2 years of age, there must be one child care personnel for every six children. 3. For children 2 years of age or older, but under 3 years of age, there must be one child care personnel for every 11 children. 4. For children 3 years of age or older, but under 4 years of age, there must be one child care personnel for every 15 children. 5. For children 4 years of age or older, but under 5 years of age, there must be one child care personnel for every 20 children. 6. Ratios/Discipline [SR] Comments: Only one staff member (C.M.) was present upon CCLE arrival at approximately 8:15am. There were 12 children, including 3 infants, present with the staff member. The staff person admitted that she had been the only one there since the facility opened that morning. Two more staff arrived at the same time as CCLE. Technical assistance was provided to ensure that any time when the facility is open and one child is present there are two staff members on premise. A Class I Notice of Violation is being issued.    Sec. 7-33(b), Ordinance: At least two staff members must be on the premises of a child care facility at all times during the facilitys hours of operation when any children are present. Only 1 staff member was on-site when children were present. Comments: Upon arrival of CCLE at 8:15 am, the staff member present (C.M.) admitted that she had been alone with 12 children, including 3 infants. The correct ratio for this group of children should have been 3 staff to the 12 children. Upon arrival of additional staff members, the children were divided into smaller groups. At this time, a group of 8 children, ages 1 year to 3 years, were observed with 1 staff member. The correct ratio for this group should have been 2 staff to the 8 children. Following progressive enforcement procedures, a Class II Notice of Violation is being issued as this standard was previously cited out of compliance on 1/29/26. The violations occurred on 2/20/2026.    Sec. 7-44(f), Ordinance: The childs arrival and departure must be recorded by child care personnel at the time the child enters and departs the child care facility. The attendance sheet/class roster must accompany the child care personnel and the group of children throughout the day should they leave the classroom. In order to account for childrens whereabouts, children who are reassigned to different classrooms throughout the day should be signed in and/or out of the rosters for those respective classrooms each time. The facility failed to maintain an accurate attendance roster for the children in care. License/Certificates [SR] Comments: During an investigation of a complaint related to a child being left in a vehicle, it was determined that the facility failed to maintain an accurate attendance record on 1/12/26. The child in question was dropped off by his parent at the facilitys sister location in Lauderhill and transported to the Margate location. While on the vehicle, however, the child fell asleep and did not exit the van in Margate but instead returned to Lauderhill where he was left on the vehicle for an unknown period of time. The attendance records for the Margate location fraudulently documented that the child was present at the Margate location from 9:15a until 4:30p on 1/12/16. Additional standards, related to transportation logs and misrepresentation which were also found to be out of compliance, were monitored concurrently with an ongoing complaint investigation at Kiddie Care Inc. in Lauderhill.
