3.5(F), Handbook: The outdoor play area must have adequate fencing or walls a minimum of 4 feet in height. Fencing, including gates, must be continuous and must not have gaps or opening larger than 3 inches that would allow children to exit the outdoor play area. The base of the fence must remain at ground level, and be free from erosion or build-up to prevent inside and outside access by children or animals. These areas must have at least two exits, with at least one being remote from the buildings. If an outdoor play area was approved for usage by the Department prior to October 25, 2017, no new exits are required to be added to meet this standard. However, if outdoor play area fencing is changed then the standard would apply and two exits must be provided. The facilitys fencing was inadequate in that [see below]. Comments: - The white fence surrounding the playground was missing the gate latch. Since the gate is damaged, the children have access to the basketball court area and the fence in the basketball area is in poor condition. There are broken and missing panels throughout the perimeter in the basketball courts. - The white fence facing the road has a missing metal pole, causing a gap larger than 3 and 1/2 inches. Comments: The necessary repairs from previous revisit inspection were completed. During today's routine inspection, the white fence surrounding the play area was missing or had loose slabs and exposed screws. Places where slabs were missing, allow access to an area that has lots of clutter including, wires, machinery, metal or plastic panels leaning against the walls.
