The base of the fence in the outdoor play area was not at ground level and could allow inside or outside access by children or animals. CCF Handbook, Section 3.5, F (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the time of inspection, the Licensing Specialist observed that a section of the fence located on the afterschool playground closest to the street was not at ground level. CCF Handbook, section 3.5 Outdoor Play Area F. The outdoor play area must have adequate fencing or walls a minimum of 4 feet in height. Fencing, including gates, must be continuous and must not have gaps or opening larger than 3 inches that would allow children to exit the outdoor play area. The base of the fence must remain at ground level and be free from erosion or buildup to prevent inside and outside access by children or animals. These areas must have at least two exits, with at least one being remote from the buildings. If an outdoor play area was approved for usage by the Department prior to October 25, 2017, no new exits are required to be added to meet this standard. The play equipment was not maintained in a safe or sanitary condition for the children to use in that [black tarp ground covering was torn/ripped]. CCF Handbook, Section 3.12, B and F (Section 2.1 Health and Safety, Page 3) Sanitation and Equipment [SR] Comments: During the time of inspection, the Licensing Specialist observed the black tarp used for ground covering along the walkways of the three- year-old, VPK and afterschool playgrounds was torn/ripped which could cause a tripping hazard to the children. CCF Handbook, section 3.12 Outdoor Equipment C. All equipment, fences, and objects on the facilitys premises shall be free from sharp, broken and jagged edges, and properly placed to prevent overcrowding or safety hazards in any one area.
