An unscreened individual was left alone with children in care. s.435.06(2)(a), F.S. and CCF Handbook, Section 5.2, C General Requirements [SR] Comments: During today's complaint investigation the Licensing Specialist determined that on the Licensing Specialists arrival, two individuals were seen leaving the facility through the backdoor. One of the individuals was recognized as the same individual who presented without a background screening on the previous renewal inspection. During the course of the complaint investigation, it was determined that both individuals were unscreened, and one of them was the lone personnel in the three year old classroom. The other was in the one year old classroom with another (screened) personnel. Initial Screening A screening must be conducted as a condition of employment. The employer/owner/operator should review each employment application to assess the relevancy of any issue uncovered by the complete background screening, including any arrest, pending criminal charge, or conviction, and should use this information in employment decisions in accordance with state laws. A. Level 2 screening as outlined in s. 435.04, F.S., is required for all child care personnel and includes a criminal records check (both national and statewide), a sexual predator and sexual offender registry search, and child abuse and neglect history of any state in which an individual resided during the preceding 5 years. All fingerprints must be submitted and processed through the Background Screening Clearinghouse and therefore a LiveScan vendor that is Clearinghouse compatible must be used for submission of fingerprints. 05. The director advised that the individual didn't have one and was unscreened. The licensing specialist informed the director that the individual had to leave the premises and could not come back until screening is done and cleared for DCF Child Care.
