Child care personnel did not comply with the facility's written disciplinary and expulsion policies. CCF Handbook, Section 2.8, B General Requirements [SR] Comments: 11-3: Licensing Specialist observed the camera footage of the Exploratorium Room dated 1/13/2026 from 9:04 am. Licensing Specialist observed a group of children lined up by the sink with the two teachers, teacher 1 and teacher 2. There are parents dropping off their children in the video. Teacher 1 is seen supervising the children washing their hands. Child 1 walked away from the line at 56 sec mark and went to the carpet and sat down. Child 1 sat down in front of a shelf. At 1:10 minute mark, teacher 1 walks over to the carpet and pulls child 1 to stand up by the arm. Child 1 tries to sit back down on the carpet and teacher 1 pulls child 1 back up by the arm. Child 1 moves away from teacher 1 on the carpet. The director was made aware of the incident from a parent that witnessed it. The director spoke with teacher 1 and sent the teacher home. The director stated that teacher 1 did not follow the facilitys policy. The director advised that the schools policy is to try to redirect the child, not force the child to do something. The director stated that the teachers are supposed to direct the child away from an action by giving them different options. The director stated that the teachers should never grab a child by the arm. If a teacher is going to move a child, they will grab the child by the hand to guide them. During the time of the inspection, the Licensing Specialist monitored 42 of the 42 employee records. A health deficiency having a low potential for harm to the children in care was observed. CCF Handbook, Section 3.1 (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the inspection, the Licensing Specialist observed a fence that was on the playground that was to the right of the brown and beige wall, adjacent to the parking lot. The top portion of the fence had a pole the was horizontal. The left end of the pole had a pinching factor. Directly to the left of the pole was a vertical pole that had metal around it holding the screws of the fence together, it had sharp edges and rust. To the right, the portion of the fence that intersection with the portion of the fence that has the pole, that area of the fence, at the bottom, was protruding out towards the parking lot. There were sharp edges of the fence exposed facing the playground. During the inspection, there were pictures taken. This standard has been given a due date of May 21, 2025 to be brought back into compliance.
