General Requirements [SR] Comments: A two-year-old sustained an injury which caused their elbow to be dislocated. Licensing Specialist observed (through video camera footage) the child being lifted by his wrist as teacher escorted him to the timeout corner in the classroom, which is by an exit door. Licensing Specialist observed the child immediately holding his arm and crying. Licensing Specialist observed the teacher forcing the child to stay facing the wall as a form of discipline. No incident or accident form was completed, and the parent did not receive a call prior to pick up. Licensing Specialist observed another child being lifted by the teacher off the floor by their wrist and sent to the same out corner. Licensing Specialist observed the child putting her face to the wall in the corner. Discipline shall not be associated with food, rest, or toileting. 3. Spanking or any other form of physical punishment is prohibited. (b) Prior to admission of a child to a childcare facility, the facility shall notify the parents in writing of the disciplinary practices used by the facility. Corrective Action: Director is to schedule a staff meeting to discuss appropriate handling of children, review of timeout policy, incident and accident reporting and supervision.
