(Section 2.1 Health and Safety, Page 3) Enforcement [SR] Comments: During the inspection Licensing Specialist observed a classroom that has been measured and used in facility capacity locked and inaccessible. Licensing Specialist requested access however at the time personnel could not unlock door. Director called Licensing Specialist and wanted to know why we wanted access to classroom that is not currently in use. Licensing Specialist stated that the classroom is listed as useable space and would need to be viewed as part of the inspection. Director stated that it did not make sense if it was not being used. Licensing Specialist asked Director if she would like classroom to be removed from capacity if it is not in use and locked. Provider she did not want to remove classroom from capacity. At this time Licensing Specialist were still unable to gain access to classroom. Corrected at the time of inspection. Upon entering the additional access door to the facility, which automatically locks after entering, which is located in facility lobby area. Licensing Specialists observed a 1 year old in a crib with no adult/staff supervision. Staff member who unlocked door left the child behind unattended to unlock door. Staff member is listed in CARES as a screened volunteer and has not met child care training requirements. Technical assistance was provided that under no circumstances are children to be left behind or unsupervised. Screened Volunteer then wheeled the 1 year old child in crib and placed the child in the hallway outside of the infant/ 1 year room again leaving the child unsupervised. When parents pick up children are brought out of the main classroom operational area to the lobby for pick up. During inspection Licensing Specialists introduced themselves and asked if pick up for children is usually from the lobby area or are they able to go into the main facility area to pick up child.
