Child care personnel failed to ensure arrival and departure times were complete and accurate at the time of arrival or departure. CCF Handbook, Section 7.5, B Record Keeping [SR] Comments: The facility is using the Brightwheel application to track daily attendance. Parents are supposed to use the terminal to sign their children in and out. But child care personnel are ultimately responsible to ensure that arrival and departure times are accurately recorded in the system. During the months of July and August, there were fifteen instances of children not being signed out by either parent or staff, as well as four instances of children being signed out, but never signed in. It also seems to be the practice of this facility to have staff sign children in even though they are not present. There were 84 instances in July and August, where a child was signed in by a staff member but never signed out. In many of these instances a group of children was signed in at the exact same time. This practice completely negates the purpose of a daily attendance roster. Teachers cannot pull up a current roster in cases of emergency, and the whereabouts of children that are signed in cannot be verified. In the case of the Two-Year-Old classroom the practice led to showing more children than ratio allows on five days in the month of August. It seems that these children probably did not attend that day. However, there is no way to determine if the room operated over ratio or not. The provider will have a staff meeting to discuss sign-in and sign-out procedures. Provider will also send a parent communication to ensure parents understand their responsibilities as far as arrival and departure of children is concerned.
