Based upon statements during a complaint interview, on at least two occasions a staff member yelled, through the fence and out a window, at a 4-year-old child to get out of the sandbox in a harsh manner. The staff member was not responsible for the care and supervision of the child at the time. This staff member was witnessed calling the 4-year-old child names like stupid and fat on different occasions.
