The outdoor play space lacked a complete enclosure of at least four feet tall and without any openings greater than four (4) inches. The fence, near the bike parking area, was measured at 2'11". Gaps were noted throughout the play space, including a 6 1/2 inch gap between the fence and the ground near the sidewalk.
