Regulation 7.3.1.3: The program director of a CBCCPP licensed to serve thirteen (13) - fifty-nine (59) children shall be qualified as a teacher associate, and shall have completed either: * A Vermont Early Childhood and Afterschool Program Director Step O

Factual basis: This licensing visit confirmed that the program director had not submitted the corrective action for the violation cited on 12/1/2025, as of 2/12/2026. The director is the principal of the school and has their education license. The rule states they need a Program Management or Staff Supervision course to meet qualifications as the director and meet this rule. Ideas were shared during this licensing visit with how compliance can be met. This rule was cited previously on 12/1/2025 and a reminder e-mail was sent to the program with a due date of 2/4/26. Corrective action: By 3/6/2026, submit a program improvement plan with how and when, which includes a date that the program will meet compliance with a qualified director that meets this rule.
