Complaint Related Staff #1 was observed striking and roughly handling Child #1. As Child #1 was crawling away, Staff #1 picked up a plastic container and hit the child on the head. Child #1 immediately turned and grabbed the back of his head in response. About three minutes later, Child #1 was seen pushing another child. Staff #1 approached, kicked her leg toward Child #1 and Child #1 fell. Staff #1 then swatted at the child with an open hand. When attempting to pick up the child, he kept falling to the ground.
