Child #2 reported to Staff #2 that Child #1 put their hands under the child?s shorts and tried to pull down Child #1?s underwear. For approximately 10 minutes, Staff #1 was seen on the video sitting approximately 6 feet away in the middle of the doorway. There was a table between her and the children, and Staff #1 did not have site of Child #1 and Child #2. Staff #1 admitted to being distracted by the school age children transitioning to another classroom. Staff #1 also stated that she was looking down at the phone to unlock the front door from staff returning from lunch.
