R381-100-12(5)(a)-(f) — Interactions with children

The licensee was out of compliance with R381-100-12(5)(a) by failing to ensure that interactions with the children do not include any action that produces physical pain or discomfort. During an inspection, the licensor identified that a caregiver had an inappropriate interaction with one child by holding the child down by their arms and yelling at the child, resulting in the child's screaming and crying, and a second child by grabbing them and pushing them to the ground for putting soap on a water fountain. Inspection: Focus Inspection. Correction status: Manager approval, no follow up needed. Correction action: On April 30, 2025, the licensor verified that the licensee re-trained all staff on interactions with children to ensure interactions with children do not include any action that produces physical pain or discomfort, restraining a child's movement, or shouting at children, as required in rule.

The provider was out of compliance with rule R381-100-7(9)(c) by not ensuring that caregivers complete the preservice training offered by the department before caring for children. At the time of the inspection, there was a caregiver who had not completed preservice training and had been caring for children.
