A review of the facility's camera footage shows staff person #1, grab child #1 by one arm and lift them up into the air from a pile of children on the floor, and place child #1 back down on the floor in a different location all while being suspended by one arm. Requirement: A facility person may not use any form of physical punishment, including spanking a child.
