Implementing safe sleep practices to prevent Sudden Infant Death Syndrome; 10. Preventing Shaken Baby Syndrome and Abusive Head Trauma; 11. Recognizing and responding to injuries and emergencies, including the prevention of and response to emergencies due to food-related allergies and other allergic reactions; and 12. Including children with special needs in the center’s program.

A named staff grabbed a named child by the arm, pulled him to the mat, slapped his face, causing a bloody nose, and threw him to the ground. The named staff grabbed a 2nd named child by the arm, causing a mark and grabbed a 3rd named child by the arm, lifting him, and placed him roughly on the ground. The named staff then smacked him in the head while he was covering himself and she also grabbed and pushed him into a chair. The named staff smacked a 4th named child on the back of the head and back, grabbed his arm and placed at the wall. She also smacked him with a paper towel roll and purposely stepped on his foot. The named staff also called the children names, reprimanded them in harsh tones and told a named child that his bloody nose was not caused by her but by other children. Regulation: The methods of guidance and discipline used shall: be positive.

Toileting procedures shall be supervised by a staff member as appropriate for the ages and developmental needs of the children.
