The child care center premises, including the outdoor learning environment, was not clean, drained to minimize standing water, free of litter and hazards, and/or maintained in a manner which does not create conditions that attract or harbor pests. On the large playground, a temporary orange fence has fallen down, where the orange fencing is lying on the ground. The ground has washed away around the chain-link fence between the two playgrounds, having a gap between the ground and the fence, exposing sharp metal edges of the chain-link fence, and sharp edges of concrete that secures the poles.
