7.07(01), 7.11(07)(h) — Emergency Preparedness

On the day of the visit [redacted] said they have not conducted monthly evacuation drills. They explained they have only conducted quarterly drills with the local Fire department. Corrective action: The Director will ensure. the program practices evacuation drills with the students and staff at least monthly. Evacuation drills will be held at least monthly and practiced at different times of the day using alternative exit doors.The Director will log the date, time, route and the attendance of staff and students present on day of drill. Evacuation logs will be filed in the Fire Drill Evacuation Binder.. Regulation: The licensee must ensure that the physical facilities are safe, clean, in good repair and free from hazards and clutter. There was a loose railing on the stairs leading to the second-floor preschool room. There was a large floor fan on top of a shelving unit in the second-floor preschool room. Corrective action: THE railing screws to the loose bracket were tightened on the day of the visit.. Regulation: Outdoor Space. The licensee must maintain, or have access to, an outdoor play area of at least 75 square feet per child who is outside at any one time., Indoor Space. In the future, I will put together a binder that will include these drills in the classroom so that they may be accessible for review upon yearly visitations.. The program’s building and fire inspections were not current on the day of the visit. The Directro is working with the appropriate depts to get the certificates Corrective action: Building inspection was conducted on 9/12/24 and was completed on 10/8/24. and Annual fire was completed on 5/28/25. documentation will be uploaded to document libraries.. No transportations Corrective action: Parents provide transportation. I will upload the transportation plan in the documents library if the document has not already been submitted.. Regulation: The licensee must have a written plan for the safety and supervision of all children during transport. The plan must describe how children are transported to and from the program, in an emergency, and on field trips. The plan must also address the safety and supervision of children who walk and who arrive by public transportation. On the day of the visit [redacted] was alone in the facility, with a group of 8 children, prior to the last two hours of the program day. There was no second adult trained in the program's health care and emergency procedures immediately available in case of an emergency. Corrective action: in the future, I will be vigilant in maintaining ratio and scheduling to adhere to the last two hours of the program. Director will attempt to hire a qualified sub to help in case of staff conflict schedules in the future.. There were shelving units that were not secured and could pose a tripping hazard for children. Corrective action: I swapped out a dramatic play area and mistakenly forgot to reinstall the safety brackets to a shelving unit. In the future, i will be sure to be more vigilant when arranging the classroom areas.. Regulation: Safety Requirements for Equipment, Materials and Furnishings. The licensee must only use indoor and outdoor equipment, materials, furnishings, toys, and games that are appropriate to the ages, needs and developmental level of the children enrolled. 14.02 — BRC Information

Licensor was not able to assess compliance with Staff BRC. Corrective action: Staff BRC is locked in. file cabinet, but will have information included in the Staff Records Checklist for review upon visitation.. Regulation: EEC’s BRC regulations are designed to ensure the completion of BRCs on individuals subject to EEC’s oversight, including those in receipt of federal Child Care Development Fund (CCDF) funding pursuant to the Child Care Development Block Grant (CCDBG) Act of 2014 at 42 USC § 9858 and funding through the Families First Prevention Services Act of 2017 at 42 USC § 471(a)(20)(D). Further, BRCs shall be performed in accordance with the statutory framework of M.G.L. c. 15D, §§ 7 and 8, 606 CMR 14.00 and consistent with the timelines established by EEC regulations or policy. EEC is responsible for reviewing all disqualifying information for candidates, with the exception of candidates for adoptive and foster parents to the extent authorized by the Federal Bureau of Investigations (FBI) and state statute. EEC may delegate to another Commonwealth entity its authority to complete BRCs through a Memorandum of Understanding or other applicable agreement to the extent permitted by state and federal law. While effective immediately, EEC will implement the provisions of 606 CMR 14.00 in phases and provide updated timetables for implementation within its written policies. Nothing in 606 CMR 14.00 shall be construed to create a private right of action if an EEC licensed, approved or funded program has acted in accordance with 606 CMR 14.00 and any policies adopted thereunder.
