   Substantiated incident: Discipline Concerns (Business Practices, Health and Safety)

   There were concerns this facility was using a buckle chair as a means to restrain children and having questionable consequences for the child's age. During the investigation, it was determined that a child was restrained using a buckle chair after expressing harmful behavior in the classroom. Although physical intervention is permissible in situations where there is a potential risk of harm to other children; restraints are prohibited and should not be utilized. Resolution: The Health Department and IdahoSTARS have worked with this provider to ensure restraints are no longer used as a form of behavior management.
