There were concerns that the owner of this facility often places children in "chokeholds" or puts them in utility closets as a form of discipline. During an investigation with law enforcement, this provider admitted to physically restraining children as a means of behavior management but denies the use of any "chokehold". There was no evidence of any crime that occurred but serious concerns about the safety in the facility for children was noted. Resolution: Based on the inappropriate forms of behavior management and safety concerns, the Department has issued a Notice of Concern to this provider.
