During the time of the inspection, the Licensing Specialist provided technical assistance: " All areas and surfaces accessible to children must be free from toxic substances, bio contaminants, and hazardous materials/equipment/tools, including power tools, plastic bags, matches, candles, lighters, etc. All potentially harmful items, including cleaning supplies, flammable products, poisonous, toxic, and hazardous materials, must be labeled and used according to manufacturers recommendation. These items, as well as knives, sharp tools, and other potentially dangerous hazards, must be stored in a locked area or must be inaccessible and out of a childs reach at all times. Firearms and weapons, as defined in section 790.001, F.S., are prohibited within any building or upon any person located on the premises, excluding federal, state or local law enforcement officers. CCF Handbook, Section 3.5, A (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the time of the inspection, the Licensing Specialist observed two of what appeared to be old aluminum gutters, that were located on the ground accessible to children and having very sharp edges. There was also a sharp screw approximately two inches in length protruding out of the bottom edge of the Building # 1 accessible to children in care. There was also a non-anchored galvanized aircraft cable approximately six feet in length that was on the outdoor play area accessible to children in care. During the time of the inspection, the Licensing Specialist observed a EZ Klean Rodent Bait Station located on the outdoor play area on the ground, accessible to children in care. CCF Handbook, Section 3.5, F (Section 2.1 Health and Safety, Page 3) Physical Environment [SR] Comments: During the time of the inspection, Licensing Specialist observed one gated fence, facing Massachusetts Ave., having over a five-and-a- half-inch gap and a second connecting fence with a gap of six inches between the two fence posts. During the time of the inspection, Licensing Specialist observed the fence facing Massachusetts Ave. to be protruding outward, that had a gap large enough for a child to push through, additionally there was three-inch piece of rebar protruding from the ground that may have previously been used to secure the fence. During the time of the inspection, the Licensing Specialist provided technical assistance" The outdoor play area must have adequate fencing or walls a minimum of 4 feet in height. Fencing, including gates, must be continuous and must not have gaps or opening larger than 3 inches that would allow children to exit the outdoor play area. he base of the fence must remain at ground level and be free from erosion or buildup to prevent inside and outside access by children or animals. These areas must have at least two exits, with at least one being remote from the buildings. If an outdoor play area was approved for usage by the Department prior to October 25, 2017, non new exits are required to be added to meet this standard. The fire extinguisher certifications are valid until 07/2025. During the time of the inspection, the operator did not have an approved fire inspection. The last fire inspection for this program was dated 09/11/2024 and it reflected deficiencies, with a scheduled re-inspection date of 12/10/2024. CCF Handbook Sec 6 Health Requirements There are three common modes of transmission for the spread of microorganisms in childcare settings: contact, droplet, and airborne. Many common infections encountered in the childcare setting are transmitted by direct or indirect contact. Childcare facilities shall develop a written exposure plan regarding universal safety precautions, recommended by the Centers for Disease Control and Prevention (CDC), to follow in the event there is exposure to blood and potentially infectious fluids. Personnel are required to be educated on the facilitys exposure plan regarding standard precautions before beginning to work and annually thereafter. Written documentation that childcare personnel have participated in the facilitys annual refresher education for the exposure plan and understand the proper procedures in the event there is exposure to blood, and potentially infectious fluids must be retained for 12 months and be available for licensing to review. 35.
