05. Health Requirements Group: Sec. 7-32, Ordinance (05-01)
Sec. 7-32, Ordinance: Before the first day of employment at a child care facility, all child care personnel, excluding temporary substitutes, must have on file at the child care facility a signed statement from a licensed physician or authorized agent of the Florida Department of Health attesting that the person is in good health in order to care for children in a child care facility setting. The health assessment statement shall be documented on a form prescribed by the local licensing agency and updated at least every two years. Child Care personnel did not have a current health statement on file. Comments: There was one (1) staff member file observed without a current No. 8 forms. 06. 16. Useable Indoor Play Space Group: Secs. 7-37 and 7-48, Ordinance and DCF Handbook (16-02)
Sec. 7-37(g)(4), Ordinance: A facility that is approved as an urban child care facility is not required to comply with the provisions of this section relating to outdoor play space, but must provide a minimum of 45 square feet of usable indoor space per child for one-half of the licensed indoor capacity, in addition to the indoor play space required by the DCF Child Care Facility Handbook. The urban child care facility shall provide this additional usable indoor space with equipment that permits gross-motor activities appropriate for the age of the children. The urban child care facility no longer meets the minimum square footage requirement. Comments: During multiple routine visits, I observed that the indoor playground space, licensed for children's play and physical development, was being used inappropriately. Instead of active play or gross-motor activities, the smaller playground room was used for therapy sessions and watching movies. The bigger playground room was used for napping space, piano and dance lessons. The piano was haphazardly in a corner, obstructing access to the play toys. Technical assistance was given to provider to highlight the need for better adherence to the play space's original purpose. Source: FL DCF CARES inspection 2025-04-21.
