The teacher stated that she was checking to see if a certain child had fell asleep in the 3/yo classroom. Then, she proceeded to say that she is in charge of watching both classes because the teacher is out to lunch. I informed her that this is unacceptable and direct supervision means watching and directing the childrens activities within close proximity in the same room. This complaint is substantiated. As evidenced by review of documentation and verified by personnel, the following occurred:-During a field trip on 06/11/2025 three transportation logs were observed listing [14] students traveling to Sparez Bowling Alley. Transportation services and driver were provided by Twinkle Toes Transportation. A 15-passenger leased vehicle transported [1] driver, [2] child care personnel and [14] 4-5yr old children. Twinkle Toes Transportation states that fleet of vehicles meets licensing requirements, however provider does not have verification that additional transportation requirements including DRIVER PHYSICAL, TRANSPORTATION SAFETY TRAINING, VEHICLE SIGNAGE, FIRST AID KIT, FIRE EXTINGUISHER, OR PROOF OF VEHICLE INSPECTION. The following technical assistance is provided: CCF Handbook, Section 2.5.4 "For the purpose of this section, vehicles refer to those owned, operated or regularly used by the child care program, and vehicles that provide transportation through a contract or agreement with an outside entity. Parents/guardians personal vehicles used for transporting during field trips are excluded from meeting the requirements of this sub-section. A. All vehicles regularly used to transport children must be inspected annually by a mechanic to ensure that they are in proper working order. Documentation by the mechanic must be maintained in the vehicle. B. The maximum number of individuals transported in a vehicle may not exceed the manufacturers designated seating capacity or the number of factory installed seat belts. D. All child care facilities must comply with the insurance requirements found in Section 316.615(4), F.S. Documentation shall be maintained at the facility. F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle."
