8.2(C), Handbook: Child care personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the childs physical, intellectual, motor, and social development. Interactions with children that are aggressive, demeaning or intimidating in nature are strictly prohibited. Child care personnel inappropriately interacted with children in care in a manner that was aggressive, demeaning or intimidating in nature. Ratios/Discipline [SR] Comments: Child, E.E. (11/06/2021) had a chunk of hair missing from the back left side of his head. When the child was asked who done this, the child was repeating himself. When a woman came from the kitchen, the child pointed and said that was who had pulled his hair. FINDINGS: A complaint inspection was conducted on 9/10/2025 and a statement from the assistant director and teacher was received. Video footage was also reviewed. Per the assistant director, she has no issues or concerns with the teacher in question. Per the teacher, she only watched the group for a little while that day. She stated that she only watched the group from around 3:30PM until 5:00PM. There were no incidents with the child in question. VIDEO FOOTAGE OBSREVED: At around 3:25PM, teacher (YA) is seen pulling a child by the braid toward her and sitting him down on a chair. Per the video footage, at around 3:27PM, the child in question is seen climbing the napping cots and the teacher carried him down by grabbing him by the arm and placing her second hand on his head. Her back is turned to the camera so I can't confirm if she pulled his hair at that instance. This complaint is unsubstantiated as I cannot confirm if the missing patch of hair was due to the teacher's actions. A non-compliance is being issued because the teacher did not interact appropriately with another child that had braids. FACILITY/STORAGE 10. 4.2.7 and 4.2.7(D), Handbook: Upon successful completion of the 40-hour introductory training requirements, child care personnel must complete a minimum of 10 clock-hours or one CEU of in-service training annually during the states fiscal year beginning July 1 and ending June 30. Sec. 7-30(a)(1), Ordinance: All child care personnel permanently assigned to care for infants must complete four hours of annual in-service training specifically geared to infant care. The health assessment statement shall be documented on a form prescribed by the local licensing agency and updated at least every two years. 3.1(A), Handbook: All child care facilities must be clean, in good repair, free from health and safety hazards and from evidence of, or presence of, vermin infestation. An area(s) of the facility was observed to not be in good repair.
