A group size of no more than [12] children is required for [the Sea Turtles 2-year-old classroom as there were 1-year-old children in the facilities transitioning program that does not meet ELC guidelines.]. A group size of [18 only 2-year-old children and 3 staff were observed during this inspection. No 1-year-old ] children was observed. (Section 4, numbers 1 8) School Readiness [SR] Comments: At the time of the Inspection, observed Group Size for School Readiness was within FDOH and ELC Guidelines. However, the director had received two ELC Staff-to-Children Ratio Reporting Forms dated 4/2/26 and 4/7/26 that showed during the facilities Transitioning Program when they co-mingled the four oldest 1-year-old children into the Sea Turtles 2-year-old classroom it brought them above the ELC Maximum Group Size which would drop the group size to 12. The director was using the FDOH criteria of 22 children with a ratio of 11:1. Technical Assistance was given and the director stated they would not conduct the transitioning program going forward. The facility had implemented the transitioning program in conjunction with their Accredited Professional Preschool Learning Environment (APPLE) certification and had notified parents whose children were between 1 year 10 months and 2-year-old with a form. The director provided the enrolled children by classroom form dated 4/9/26, the ELC Staff-to Children Ratio Reporting Forms dated 4/2/26 and 4/7/26, and the parent notification form of children that were in the transitioning program. Owner/Director/Staff Responsible Comments Director states the Transitioning Program was only conducted two days a week for a couple of hours. She states the facility will no longer conduct the program and maintain the Maximum Group Size that ELC requires in each classroom. Childrens Records [SR] Comments: During the facility inspection, child DH was present at the facility without a current immunization certificate on file, indicating non- compliance with mandatory health documentation requirements for children in care. Technical assistance was provided to facility staff regarding immunization documentation requirements and the importance of maintaining complete health records for all enrolled children. The violation was corrected as the child is no longer enrolled in the facility. The facility shall ensure that current immunization certificates are on file for all enrolled children before they attend care to maintain compliance with health documentation requirements for child enrollment.
