33. Training Requirements CCF Handbook, Section 4 (33-01)

Child care personnel including volunteers who work 10 hours or more per month did not complete the 40 hour Introductory Child Care Training requirement. CCF Handbook Section 4.2.1 Comments: Licensing Specialist reviewed all staff files and transcripts, and one childcare personnel [CR] did not complete the 40-hour Introductory Child Care Training requirements. Technical Assistance was given on Mandated Introductory Training. Training completion may not exceed 15 months from the date of employment in the child care industry in any licensed Florida child care facility. This may be accomplished by classroom attendance in a Department-approved training course, acquiring an educational exemption from a Department-approved training course, beginning a Department-approved online child care training course, or by receiving results from a Department-approved competency examination. The child care program is responsible for obtaining training documentation from child care personnel. Child care personnel, including volunteers that work 10 hours or more per month, must successfully complete 40 hours of child care training as evidenced by successful completion of competency examinations offered by the Department or its designated representative with a weighted score of 70 or better. A. Part I Courses (28 hours) School-Age child care personnel must complete all of the following: Child Care Facility Rules and Regulation (6 hours); Health, Safety, and Nutrition (8 hours); Identifying and Reporting Child Abuse and Neglect (4 hours); Understanding Developmentally Appropriate Practices (5 hours) School Age-Appropriate Practices (5 hours) B. Part II Courses (12 hours) The remaining 12 hours must be met by successfully completing one of the training options identified below: The Departments school-age specific training and the competency examination offered by the Department or its designated representative with a weighted score of 70 or better. Completion of specialized school-age training, provided by a vocational technical center, community college, college or university, national organization or affiliates of a national organization, that requires demonstration of competencies through passage of examination(s), or completion and assessment of a Professional Resource File (portfolio of materials that demonstrate competency). Certificates must be uploaded to the Florida Pathways (Registry). School-age child care personnel with successful completion of introductory child care training for child care personnel as defined in s.402.305 (2), F.S., are considered in compliance with the school-age child care personnel training requirements. Technical assistance was provided advising the provider that Pediatric CPR courses must include on-site instructor-based skill assessments by a certified CPR instructor. CCF Handbook, Section 7.4.1,C Comments: At the time of the inspection, documentation of Level 2 Clearinghouse background screening clearance was missing for one or more child care personnel. Technical assistance was provided advising the provider that a copy of the eligible results, for the Level 2 screening, generated from the Clearinghouse must be on record for each personnel. If awaiting Out-of-State criminal history results, a copy of the DCF email informing of the individuals eligibility for a provisional hire status must be in the personnel file. Technical assistance was provided per CCF handbook " 4.2.1 Mandated Introductory Training Child care personnel must successfully complete 40 hours of child care training as evidenced by successful completion of competency examinations offered by the Department or its designated representative with a weighted score of 70 or better. Child care personnel who successfully completed the mandatory 40-hour Introductory Child Care Training prior to January 1, 2004 are not required to fulfill the competency examination requirement. A. The facility did not have documentation to show completion of a Department approved five-hour early literacy and language development course for child care personnel within 12 months of date of employment in child care industry and/or the early literacy course documentation was not uploaded in the Florida Pathways/Registry. CCF Handbook, Section 4.2.2 and 4.5, C Comments: LS observed 1(ED) personnel to not have completed the Literacy Training within a year of employment . Technical assistance was provided per CCF handbook" Pursuant to Section 402.305(2)(e)5., F.S., all child care personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the child care industry. Proof of completion may be documented on a certificate of course completion, classroom transcript, or diploma. Child care personnel must complete one of the following: A. One of the Departments online literacy courses available on the Departments website. B. One of the Departments approved literacy courses. A list of these courses can be obtained from the Departments website. (No additional courses will be approved by the Department.) C.
