The ground cover or other protective surface under the [slides and rock-climbing equipment] was not maintained. CCF Handbook, Section 3.12, D (Section 2.1 Health and Safety, Page 3) Sanitation and Equipment [SR] Comments: Licensing specialist observed and measured the resilient surface under the slides equipment and rock-climbing equipment which only had 1 inch of mulch. Technical assistance was provided that Permanent or stationary playground equipment must have a fall/use zone that extends a minimum of 6 feet in all directions from the perimeter of the equipment. All types of ground cover must be maintained to provide resilience and reduce the incidence of injuries to children in the event of falls. A ratio of [1] child care personnel for [6] children is required. A ratio of [1] child care personnel for [7] children was observed. s.402.305(4), F.S. (Section 2.1 Health and Safety, Page 3) General Requirements [SR] Comments: Upon arrival to the facility, licensing specialist observed the 1-year old classroom was being watched by the staff from 2-year old classroom next door. Director asked for the staff and was told she was in the restroom. Staff immediately returned to classroom. Licensing specialist asked for the second staff in the classroom because there were 7 children total and director explained she was in her lunch break. Technical assistance was provided that The staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children and applies at all times while children are in care. 2.3.1 Mixed Age Groups A. In groups of mixed age ranges, where children under one year of age are included, one child care personnel must be responsible for no more than four children of any age group, at all times. B. In groups of mixed age ranges, where children one year of age but under two years of age are included, one child care personnel must be responsible for no more than six children of any age group, at all times. The second staff returned to the classroom at 1:19PM. Child care personnel did not wash their hands [after changing a child's diaper]. CCF Handbook, Section 3.10.1 (Section 2.1 Health and Safety, Page 3) Sanitation and Equipment [SR] Comments: Licensing specialist observed diaper changing activity after children awoke from nap time and were getting ready to have their snack time. Staff changing the child did not was their hands after completing diaper changing and sat the child in the table for snack time without washing child's hand either. Staff continued to begin helping to set up snack time by passing out cutlery. Technical assistance was provided that Child care personnel and children must wash their hands thoroughly with soap and running water, dry, and follow personal hygiene procedures for themselves and while assisting others. Examples of activities when handwashing is required include but are not limited to: before and after eating, immediately following outdoor play, after toileting, following the use of any cleaners or toxic chemicals, before and after administering medication, and during food preparation and snack distribution. A. Child care personnel and children must follow the Centers for Disease Control guidelines for handwashing incorporated by reference in 65C-22.001(7)(u), F.A.C. B. The use of hand sanitizers does not substitute for handwashing. However, in areas away from the facility where no running water is available, hand sanitizers may be used. Examples of such places are field trips, nature trails or picnic areas where running water is not readily available. C. Child care personnel with open wounds and/or injury that inhibits handwashing, such as casts, bandages, or braces, must not prepare food. D. Situations or times that children, child care personnel, and/or volunteers must perform hand hygiene must be posted in all food preparation, diapering, and toileting areas.
