07. Vehicle Requirements CCF Handbook, Section 2.5.4 (07-06)

The vehicle alarm installed was not in working condition. CCF Handbook, Section 2.5.4 Comments: Licensing specialist observed when provider was testing the vehicle alarm system it did not work. It was also observed the vehicle fire extinguisher expired 12/2025. **Technical Assistance** F. By January 1, 2022 all vehicles used by child care facilities to transport children must be equipped with a reliable alarm system approved by the Department which prompts the driver to inspect the vehicle for children before exiting the vehicle. 1. Approved alarm systems must meet the following criteria: a. The alarm system must be armed or activated automatically when the vehicles ignition is turned on. b. The alarm system must be designed and installed so that the vehicle horn, siren or other type of audio alarm will sound if the driver/staff member does not walk to the rear or, in the case of a passenger van, the side entry point of the vehicle, to manually shut off or deactivate the alarm. c. The time delay from the time the ignition is turned off after activation of the alarm system until the alarm sounds shall be no longer than one minute. d. The alarm must be audible from the distance of 500 feet from the vehicle. e. The alarm system must be installed so that the driver must walk to the back of the vehicle to reach the deactivation mechanism. Deactivation mechanisms installed in locations that do not require the driver to walk to the back of the vehicle and view all seating areas will not be acceptable. The facility's driver did not have [ An annual physical examination which grants medical approval to drive]. CCF Handbook, Section 2.5.1 Comments: Staff member listed on supplemental has been driving the facility's vehicle with an expired driver's physical. Physical expired on 04/29/25. 2.5 Transportation Child care providers must comply with minimum health and safety standards to ensure the well-being of children in their care being transported. For the purposes of this section, transportation pertains to travel by foot or in a vehicle that is owned, operated or regularly used by the child care program, and vehicles used to provide transportation through a contract or agreement with an outside entity. Prior to transporting children, the facility must be approved by the Department to offer transportation services. Transportation services will be approved if the conditions set forth in parts 2.5.1, 2.5.4., 2.5.5., and 4.2.6., of this Handbook are met. Pursuant to the Child Safety Alarm bill in 2021, all vehicles used to transport children by child care facilities and large family child care homes must be equipped with a reliable alarm system which prompts the driver to inspect the vehicle for children before exiting the vehicle. 2.5.1 Driver Requirements The driver of any vehicle used by a child care program to provide transportation must have the following A. Child care personnel inappropriately interacted with children in care in a manner that was aggressive, demeaning or intimidating in nature. CCF Handbook, Section 8.2, C Comments: A child care personnel was observed aggressively picking a child up and placing him down on a rug. This same child care personnel was also observed aggressively grabbing another child and slung her down in a chair. The child care personnel (if able to return to work), as well as the director and administrator, will be required to complete the following two child care courses: Basic Guidance and Discipline and Challenging Behavior Awareness and Prevention. Technical support was provided. 8.2 Child Safety C. Child care personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the childs physical, intellectual, motor, and social development. As a mandated reporter, the owner, operator, employee, volunteer or substitute failed to report suspected child abuse or neglect as required in section 39.201, Florida Statutes. CCF Handbook, Section 8.2, B Comments: On two different occasions, the CCF was aware of allegations of child abuse/neglect and failed to report them to the Abuse Hotline. The administrator and director will be required to complete Identifying and Reporting Child Abuse and Neglect training course again. Technical support was provided that: in the future, they should report any allegations of abuse and/or neglect as soon as they become aware of the allegations, so the Dept. of Children & Families can conduct a thorough investigation. The administrator and director acknowledged their understanding of this mandated requirement. 8.2 Child Safety B. Failure to perform the duties of a mandatory reporter pursuant to Section 39.201, F.S., constitutes a violation of the standards in Section 402.301-.319, F.S. The facility did not have documented proof that child care personnel participating in the transportation of children were trained on safe transportation practices prior to participating in transportation of children. CCF Handbook, Section 4.2.6 Comments: Current drivers do not have the required training. All child care personnel participating in the transportation of children must have training regarding guidance on safe transportation practices prior to participating in transportation of children. For child care personnel to satisfy this requirement the training must be accomplished through the Departments Transportation Safety course or the Early Learning Floridas Precautions in Transporting Children course. Child care personnel working at a facility currently providing transportation must complete training by April 1, 2020.
