(Section 2, paragraphs 1 and 2) Comments: Upon arrival there were two staff present and neither was a SMIC. They stated that Sadie H, the SMIC, was subbing at another site. They called her and she arrived at the end of the visit, and explained that she is typically always present, but had to fill in at another site that morning.
